“Blackball” rules are a combination of World Rules and E.U.K.P.F. (B.A.P.T.O) Rules that aim to unite the best of both sets of codes to form a unique set of Pool playing rules. The main differences between City Pool League Monday night rules ( old EPA rules ), and Blackball rules are shown below :-
1.
The balls are racked differently, as shown here, and the playing surface is equipped with a baulk line only, there is no D. Any 'D' on the table is not used under these rules.
2.

Frames do not commence with the toss of a coin, but instead with a “Lag”. This is when both players each hit a ball from the baulk line (balls should be the same size and weight and preferably be cue balls) down to the bottom cushion and back, as close to the baulk cushion as possible. The player who gets closest to the baulk cushion then has the option of whether to break or not. It is possible to make a foul Lag, which is an automatic loss of that Lag (see rule 4:- commencement of the game)

3. Unless an object ball or the black 8 ball is potted, either the cue ball or any object ball or black 8 ball must hit a cushion after every shot. Failure to do this is a foul.
There are exceptions to this however, i.e. when snookered, at which time with the permission of your opponent and/or referee you need only to hit one of your object balls or the black 8 ball to have made a legal shot.
4. Fouls :-
(a) At the time of any foul you are entitled to play the cue ball from the position at which it has come to rest or return it to anywhere behind the baulk line.
(b) The term ‘2 shots’ which follows in other sets of rules, does not apply. Instead having come to the table with a foul in hand, you are entitled to ‘1 free shot and 1 visit’
i.e. you are free to play one shot, hitting any object ball including the black, potting any object ball except the black 8 ball (unless it is the ball you are on), and then have one continuous visit playing your nominated set of object balls, knowing that as soon as you fail to pot your opponent will return to the table.
5. Skill Shots:- Providing that you hit one of your own object balls first, and that one or more of them is pocketed, it is legal to pot one or more of your opponent’s object balls at the same time (see rule 4(j)) However, should you attempt this and only succeed in potting your opponent’s object ball, you have committed a foul.
6. Balls off the table:- for a very easy explanation see rules 4(k) and 4(m).
7. Time Penalties:- under Blackball rules you must play a shot every 60 seconds, failure to do this is a foul.  However we will not be implementing this rule at the moment.
